
Plymouth Social Clubs Card Euchre League Rules
The Following Rules Apply As of The AGM 2011.
1. That this League be called:
'Plymouth Social Clubs Card Euchre League'.
2. The team consists of eight players.
3. All matches to be played on Wednesday, unless otherwise stated.
4.The results of the matches shall be forwarded to the Registration Secretary signed by both Captains immediately after the match, to reach him by First Post on Saturday (First Class Post). Failure to observe this rule will incur a £5 fine for each offence and, in the event of a card not being received at all, the fine will also be £5.
Falsification of result cards will incur a fine of £10 per team involved and forfeiture of all points in the match, together with disciplinary action at the descretion of the Committee for the individual involved. If a Result Card is received without a Signature, that table is lost and a £5 fine is incurred.
5. All players to be registered with the Club, before they become eligible to play in the League and provided they are registered at least 48 Hours before the Date of the Match. A £5 fine will be incurred if the Registration Forms are not passed to the Registration Secretary 48 Hours before the Start of a New Season. Closing date to Sign players is the 31st of January.
6. All matches to start at 8pm. Games can be claimed for Non-appearance 10 minutes after 8pm, and at 10 minute intervals. Any team failing to fulfill a fixture shall, unless good cause be shown, be fined £10. Opposing team to receive a 4-0 win.
7. No player shall be eligible to play unless he is a bonafide member, or an employee of his club. List of players to be sent to the Home Club 24 Hours in advance.
8. Two annual meetings of one team representative shall take place each Year. One at the completion of the Season to accept new rules etc, and one shortly after to accept entries and form the leagues etc. Only one vote is allowed per team when voting. The place of meetings to be decided by the Management Committee.
9. Officers and Committee to be elected at the First Annual Meeting. The officers shall consist of a Chairman, Secretary, Treasurer and Two Competition Secretaries (Fixture and Registration/Results Secretary). Treasurer, Officer and Secretary (Two signatories for signing cheques). No less than 2 signatures at a time.
10. Subscriptions for each team entered shall be as per Annual General Meeting. Suncriptions are to be payed with the team entries at the Second Annual Meeting.
11. Should a player be deemed Ineligible by the League Management 3 points will immediately be deducted from the League Table and a 4-0 win awarded to the opposing club from which the points were gained and, in addition, a fine of £10 shall be imposed for each offence.
12. Transfers allowed during playing session, provided he or she has not played one game in a league cup previously signed team. No Transfers after 31st January.
13. Annual Presentations will be held at a Sposors Club allowing wives and friends to attend.
14. For any Rule Changes or Amendments, these can be brought up at the First Annual Meeting.
15. If any team withdraws from the League during the Season, all results involving this team are to be cancelled.
16. New teams seeking election shall be given 14 days notice before the second meeting and will be entered into the division at the descretion of the Committee, paying a £60 bond refundable at the end of the season if the Team does not withdraw from the League within that time.
17. Any eventuallity not covered in these rules is left to the descretion of the Committee.
18. All existing clubs not represented at any Annual Meeting shall be fined £10.
19. Fixtures may only be postponed with a reasonable excuse, and by mutual agreement between the Captains of the teams concerned when the Results Secretary must be informed forewith or, failing mutual agreement advice must be sought from the Registration Secretary whose decision will be final. Failure to inform The Registration Secretary of a postponed match will incur a £10 fine upon the team responsible for the Postponement. 48 Hours notice must be given to cancel a match.
20. Any postponed match must be played within 6 Weeks of the date of the original match, or by the end of the season, whichever is the sooner. This fixture may be played on any night.
21. Any claims other than Rule 7, must be Accompanied by a deposit of £5 that will be returned if the claim is upheld.
22. If at any time the Association shall be dissolved or wound-up, the funds remaining, after all liabilities have been discharged, maybe divided amongst the members or applied to some charity as approved.
23. Team Captains to exchange team tallies on match nights.
24. No substitution whem matches are in play.
25. Signature of player must be on Entry form alongside Printed Name.
26. In cup matches prior to game start, Captains to draw names to play deciding 1 leg in the event of a draw.
Euchre Rules
1. Two Opposing players will cut for deal. Highest Euchre Card value wins.
2. Dealer to shuffle the pack, the opposing player to his right will cut the pack-3 cards or more-no tapping of the pack.
3. Deal will follow in a clockwise order until the winner of best of 3 legs of 21 points has been decided.
4. Cards of 3's and 2's to be dealt to each player and when each player has 5 cards the top card will be turned face up.
5. Euchre shouts to made clear (No blind shouts) and made as follows:
(a) After the deal, players will State, Pass, Up with a partner, or Up and Down.
(b) The dealers partner will either pass or He/She will turn the top card over and his partner will be dipped.
(c) The dealer may pick up the card and play with a partner, or He/She may go alone, or He/She has the choice of turning the card.
(d) If the dealer picks up the top card, the opposing players have the choice of dipping either partner and play for a lone euchre. The dealers partner will not have any shout at this point as He/She has already passed.
(e) If the dealer turns the top card, the players in clockwise order may call another suit, other than the one turned. He/She has the choice of making the suit, witha partner, or He/She may shout a lone shout, failing that He/She will pass. Once He/She has passed for the second time, He/She is not allowed any other calls. If He/She makes a suit His/Her partner and any of the opponents may dip Him/Her, or their partner and take the respective points. If He/She makes a lone shout, only the opposing players can dip each other.
(f) Once the cards have been dealt during the playing of that hand, each player is entitled to 2 shouts only, if no shouts are made, the cards will be passed clockwise to the next player, shuffled and cut and re-dealt.
(g) If the Dealer is ordered up, He/She must pick that card up and play it. Failing to do this will result in the dealer being penalised.
Tournament Rules
1. No player may change a partner once the first round draw has been Promulgated.
2. Entry fees for the various competitions shall be put to members by the Committee at the Annual General Meeting.
3. If no result or claim is received by the Registration Secretary for any such match, all players will be illiminated from any competition.
4. Dates and entries for all tournaments to be left to the descretion of the League Committee.
5. All rounds to played at the club first drawn.
The Trophies
1. They can never be won outright.
2. In the event of the league ceasing or suspending they are to be returned to their donor.
3. That they are insured against loss by fire or theft.
4. That the Trophies winners names to be sent to donors.
5. That the donors be advised Annually of the date of Presentation and that 2 copies each of the fixtures to be sent to them.
6. That the Trophies to be held by the club and not the Individuals for 12 months giving the Committee Guarantees for their safe custody and return to the Secretary in the Same Condition at least one calendar month before the next presentation. Clubs are responsible for any repairs to damage caused to Trophies during there holding.
7. There will be prizes for winners and runners-up.
8. A sum of money will be allocated by the Committee for prizes to the winners and runners-up.
Points System
1. Game to consist of first pair to reach 21 points. Winners decided by the best of three games.
2. In league matches 3 points to be awarded for a win and 1 point for a draw.
3. In Cup matches as per Rule 26, deciding leg to played in the event of a draw.
Points Awarded
4 points-Lone player taking 5 tricks.
4 points-Lone Euchre.
2 points-Lone player taking 4 tricks.
2 points-Partners taking 5 tricks.
2 points-Euchre.
1 point-Partners or lone player taking 3 tricks.
Penalty Points
Respective Points if player does not follow suit.
Playing out of order.
Player shows out.
Player makes third shout.
Player makes third shout after passing.
Penalties
If a player makes a call and then follows with another call he will only get his first call.
eg: Up and down-correct.
Up pause down-incorrect.
Heart alone-correct.
Heart pause-incorrect.
Misdeals
Only if the top card is turned. If so, deal passes to next player.
Calling the suit turned
If the partner of the dealer calls the same suit turned, the hand is void and the deal is passed on. If opposing players call the suit turned, again the hand is void and the dealer re-deals.
If You play the game of Euchre, You will enjoy the Game but, don't forget, if You make a mistake You must expect to be penalised as in any other game or skill.
